EPA Approves Closure of Chemical Weapons Facility EPA noti?ed the U.S. Army Chemical Materials Agency (CMA) in September that it accepts the closure of the John- ston Atoll Chemical Agent Disposal Sys- tem (JACADS) and Red Hat Storage Area Facility as a clean closure. Located on an atoll 800-mi southwest of Hawaii, JACADS was the ?rst facility of its kind, representing a major advance- ment in chemical weapons destruction technology and processes. Through its legacy companies, URS Corp. has been cooperating with the CMA and EPA for more than 30 years to design, con- struct, operate and decommission this ground-breaking facility. Between 1986 and 2000, a team of more than 550 URS employees safely destroyed 412,798 chemical munitions ?lled with HD (mustard), VX (nerve agent) and GB (Sarin) agents. URS was the ?rst company to destroy each type of chemical agent. Since 2000, CMA, EPA, and URS have been working together to close the facil- ity according to speci?ed environmen- tal standards. Closure activities initially involved cleaning and removing all haz- ardous wastes, equipment and systems used for agent disposal operations. More than 2,700 environmental samples were collected and analyzed to document the absence of chemical agents and assess the types and levels of other chemicals remaining at the site; additionally, approximately 12,000-T of metals-contaminated coral were re- moved to ensure the site would be pro- tective of wildlife. EPAs recent announcement certi?es that these efforts have met the strin- gent environmental requirements and assures the future of the former facility site as part of a federal bird refuge and the Paci?c Remote Islands National Marine Monument. JACADS designa- tion as clean gives it the honor of be- ing the ?rst clean close of a chemical weapons incineration facility in CMAs history.
