<P>The Military Engineer l No. 66257 team begin the journey towards even- tual LEED certi?cation. In all, the meeting ensured that sus- tainability and ?exibility were integrat- ed into the design process from the be- ginning. The project was unique in that it sought certi?cation voluntarily a full year before the Air Force mandated that 5 percent of projects portfolio-wide be certi?ed LEED Silver. (Note: The goal is now 10 percent LEED Silver-certi?ed in 2010 and beyond.) Also, the projects BIM approach was adopted two ?scal years prior to the ?rst BIM-based de- sign instruction required by AFCEE. Design Completion By September 2008, wheels were in motion for a truly unique, innovative facility. A follow-up meeting was held at Burns & McDonnell headquarters in Kansas City, Mo., to discuss further the BIM-based approach for design and fa- cility management. As mentioned, the meeting was not a typical architect- or engineer-led design charrette—for the ?rst hour the only person talking was the facility manager. A room of design- ers, software vendors, military of?cers and civilians actively listened to the person who would truly matter the most the day that the facility was oc- cupied—and it was not the CENTCOM Commanding Of?cer. That day, Mike Lilya, the facility man- ager, described the dif?culty of design- ing for a command that ties its day- to-day mission to the worlds current events. Working for CENTCOM means understanding the global climate and being able to work quickly to evaluate courses of action for standing up, com- bining, or shutting down staff cells to respond to the current need. My facility needs to re?ect this need. The team at Burns & McDonnell de- termined that mission ?exibility and design certainty required a different approach to design, thus the decision to utilize BIM. While it was helpful that the facilitys physical structure was pre- determined in the JICCENT skeleton adoption, that is where the convenience ended. The design team needed to maxi- mize 250,000-ft2 with changing and con- ?icting design criteria. This called for a very tight con?ict and clash-detection approach to ensure that the myriad of communication systems, HVAC, and secure and unclassi?ed communica- tion wiring would ?t into the raised computer ?ooring and interstitial space in addition to the usual design criteria. To aid in this job, Burns & McDonnells modeling team exceeded contract re- quirements by allowing the clients to see and analyze the model using NavisWorks. The project used the American Institute of Architects Model Progression Speci- ?cation levels of detail to help negotiate the desired level of BIM authoring. Two additional initiatives were ex- ecuted before the design was complete. First, design team leaders ensured site work began early to protect against un- foreseen site conditions, help mitigate unfavorable soil conditions and prepare the area for the new facility. Secondly, with the added focus on facility man- agement, USACEs Construction Oper- ations Building Information Exchange (COBIE) was speci?ed for transferring BIM design information at construc- tion handover. COBIEs interoperable approach allows important mechani- cal, equipment and facility data to be easily exported and imported into a user-friendly spreadsheet application for facilities management use. Bill East, Ph.D., P.E., COBIE creator and USACE Engineering Research and De- velopment Center Engineer, explains the tools purpose by saying, COBIE is a per- formance speci?cation for the delivery of building information. The COBIE speci- ?cation should be used to eliminate the delivery of paper construction handover documents on every project undertaken with taxpayer funds. COBIE has been ad- opted by all major BIM software systems as well as several tools supporting the contractor and facility manager. Looking to the Future Upon design completion, the source- selection board awarded the facility to the same ?rm that helped construct Burns & McDonnells JICCENT design. Because of a combination of factors, the contract was awarded far below the orig- inally programmed amount—with the FY07 bids a distant memory—saving the government millions of dollars. While the economic downturn certainly had a hand in the outcome, the end result and value added due to lessons learned and improved design capabilities promise to ensure the projects continued suc- cess. As the project nears construction completion, the team is proud in the knowledge that it has paved the way for future innovation and success on complex DOD projects. However, true success will be measured when the fa- cilities management team can apply BIM-based design data to help improve facilities management ef?ciency and productivity.
