84The Military Engineer l November-December l 2009 Small Business News GSA Launches New Mentor-Protégé Program The U.S. General Services Adminis- tration (GSA) is taking aggressive steps to expand federal contracting opportu- nities and support to small businesses, by launching a new Mentor-Protégé Program. GSAs Mentor-Protégé Program is de- signed to encourage and motivate GSA prime contractors to assist small busi- nesses and enhance the capability of small businesses to perform successfully on GSA contracts and subcontracts. The program is intended to foster the establishment of long-term relation- ships between small businesses and GSA prime contractors and increase the overall number of small businesses that receive GSA prime contract and sub- contract awards. The business mentoring concept is a proven model for increasing small- business access to key subcontracts, said GSA Acting Administrator Paul Prouty. The program fosters long-term business relationships between prime contractors and small business subcon- tractors, which strengthens contracting opportunities for all parties. Participation Eligibility Mentor eligibility. To be eligible for selection as a mentor, a ?rm must be a large business prime contractor cur- rently performing under an approved subcontracting plan as required by Fed- eral Acquisition Regulations (FAR) Part 19.7 (small businesses are exempted), or a small business prime contractor that can provide developmental assistance to enhance the capabilities of protégés to perform as contractors, subcontrac- tors and suppliers. Protégé eligibility. To be eligible for selection as a protégé, a ?rm must be a small business, small disadvantaged business, woman-owned small busi- ness, HUBZone small business, veter- an-owned small business, or service- disabled veteran-owned small business that meets the de?nition of a small busi- ness concern outlined at FAR 19.001, based on their primary North American Industry Classi?cation System (NAICS) code. Applicants interested in participat- ing in the GSA Mentor-Protégé Program must submit a signed Mentor-Protégé Program application, available from the GSA website under the Of?ce of Small Business Utilization (OSBU), for ap- proval. Applications can be submitted via e-mail to mentorprotege@gsa.gov. The Mentor-Protégé Program is one effort by GSA to maintain and enhance its small-business contracting efforts, particularly as it implements the Ameri- can Recovery and Reinvestment Act.
