<P>68The Military Engineer L January-February L 2010 s Soldiers generally do not have ready ac- cess to reference information while on reconnaissance missions unless they are carrying the proper ?eld manuals. s Distribution of information is limited to hard-copy reproduction and du- plication errors may occur. Current Status In 2000, the U.S. Army Engineer School, the combat developer for both toolkits, directed that the analog Sur- veying and Sketching Set be updated with a modern set of tools that would become ENFIRE. Recent technological innovations allowed for the replace- ment of every component in the cur- rent Surveying and Sketching Set with more accurate and precise computer- based components. The ENFIRE system consists of commercial-off-the-shelf (COTS) hardware components along with COTS, government off-the-shelf (GOTS) and customized software appli- cations designed to assist soldiers in the information gathering process. The current ENFIRE design enables the quick capture and storage of digital information on road, bridge and route reconnaissance reports in addition to hasty mine?eld and improvised explo- sive device (IED) reports. Soldiers col- lect information by ?lling in ?elds in a graphical user interface (GUI) designed to ensure all relevant information is gathered. Distance, height, width, area and slope are quickly and precisely mea- sured using a laser range ?nder. Current location can be captured at accuracy approaching one meter using a Defense Advanced GPS Receiver (DAGR). Actual images and video are captured using a digital camcorder, and data are automatically transferred to the proper ?elds in a route, road, bridge, or mine- ?eld report through physical or, eventu- ally, wireless connections between the devices and a tablet personal computer. Information will be disseminated via electronic or hard-copy reports, Joint Variable Message Format or through the Battle Command Web Services. The Tactical Operations Center (TOC) is updated immediately after the soldiers ?nish conducting a reconnaissance, using one of the above methods. At the TOC, this information immediately im- pacts the commanders decision mak- ing process. In addition to assisting soldiers in capturing reconnaissance data, ENFIRE contains tools to assist with construc- tion engineering, facilities manage- ment, site planning, building design, inventory management, project man- agement, survivability and damage as- sessment, measurement conversion and other more common computer- based activities such as document preparation and spreadsheet creation. ENFIRE is a modularized hardware and software solution designed to uti- lize COTS and GOTS hardware and software, enabling easy replacement of individual components to maintain low development costs while adapting to the most recent digital innovations. The strategy of a ?exible integration of ENFIRE hardware components has already proven effective. For example, the initial commercial GPS system was superseded by DAGR, the military GPS component, to satisfy a directive by the Of?ce of the Assistant Secretary of De- fense requiring a selective availability and anti-spoo?ng module in GPS re- ceivers when used in a combat or com- bat support role. Fielding and Way Ahead Final hardware and software develop- ment was completed in February 2008, and, following a successfully develop- ment and reliability testing process, the integration of 200 systems is currently underway. The ?rst unit equipped with the technology was the 19th Engineer Battalion in April 2009, and an addi- tional 30 ?eldings were planned during the remainder of FY09. Future plans envision ENFIRE lever- aging the capabilities of the Department of Defenses Global Information Grid to transmit data up the chain of command to the Joint Tactical Common Opera- tional Picture Workstation (JTCW). The JTCW will play an important part in re- alizing the Armys ES2 goal by providing the commander with timely informa- tion critical to effective decision mak- ing. When this goal is achieved, soldiers will provide commanders with frontline feedback including bridge, road, route, demolition, IED, tunnel, ferry, fording and other types of reconnaissance re- ports. Just as important to the soldier col- lecting data using ENFIRE will be the ability to receive timely mission guid- ance from his chain of command via a data feed into the ENFIRE set, includ- ing weather warnings, red force loca- tions, blue force locations, and road and bridge classi?cation updates. Summary ENFIRE is an ambitious but neces- sary upgrade to the Army Surveying and Sketching Set, and will allow sol- diers to conduct surveying and recon- naissance missions more accurately and quickly. ENFIRE provides a mul- titude of electronic tools not available in the current Surveying and Sketching Set, ranging from reconnaissance and project management applications to a complete electronic library of ?eld and technical manuals for quick reference. Further, because ENFIRE is designed to use a ?exible COTS/GOTS-based ar- chitecture, integration costs for future hardware and software upgrades are minimized. As common methods of transferring data between ENFIRE applications are established, the potential of the ENFIRE set will be fully realized as more than just the sum of its components. As the soldier incorporates the advantages that ENFIRE offers into the daily tasks he must perform, the advances in accu- racy and timeliness of relevant data will help the Army realize the goal of infor- mation dominance.
