Brown, P.E., USN, has been nominated for appointment to the rank of rear admiral (lower half). Capt. Brown is currently serving as Deputy Chief of Staff for Engineering, U.S. Naval Forces Korea. Col. Theresa C. Carter, P.E., USAF, has been nominated for appointment to the rank of brigadier general. Col. Carter, currently serving as Director, In- stallations and Mission Support, Head- quarters Air Mobility Command, will become the ?rst female Air Force Civil Engineer general. Lt. Cdr. Isabelle E. Detter, P.E., USN, Public Works Of?cer at Naval Support Activity Mid-South, Millington, Tenn., was named NAVFAC Military Engineer of the Year. In conjunction with a reorganization of PBS&J into three group companies, Maj. Gen. L. Dean Fox, F.SAME, USAF (Ret.), has been named Pres- ident of Design & Federal, and Col. Marvin Fisher, LEED AP, F.SAME, USAF (Ret.), has been named Director of Sales, PBS&J. Wendi Goldsmith was named CEO and William Hall was appointed President, Bioen- gineering Group. Jon Holbrook, AIA, LEED AP, was named Senior Federal Pro- gram Manager, HDR. Roger Jinks, President, AMEC Earth & Environmental, was named to the National Safety Coun- cils 2010 list of CEOs Who Get It. Andy Kirby was appoint- ed VP of Operations, Gov- ernment, Suffolk Construc- tion. John Mieher was named Federal, En- ergy and Resource Management Busi- ness Group Manager based in the Phoe- nix, Ariz., of?ce of HDR.
