In this space, readers will ?nd a newly-expanded resource for critical information on the ?elds of environmental services, energy, resource management and more. New Green Policy Initiatives: Executive Order 13514 Many federal directives have prompted the acceleration of greening practices consistent with many key federal require- ments, including the Pollution Prevention Act, Energy Policy Act of 2005, Federal Acquisition Regulation and the Energy In- dependence and Security Act. Components of these and other requirements laid the foundation for todays sustainability guidance. During the past few years, Department of Defense instructions, policies and milestones in energy and resource conservation and green practices have grown exponentially in all lines of their respective business operations. The recent Executive Order (E.O.) 13514—Federal Leader- ship in Environmental, Energy, and Economic Performance, dated Oct. 5, 2009, establishes goals and targets and require- ments for federal agencies. It builds on, but does not replace, E.O. 13423—Strengthening Federal Environmental, Energy, and Transportation Management. Agencies are currently working diligently to con?gure their programs to attain the mandated time-bound objectives. The new executive order notes that federal agencies shall: • increase energy ef?ciency • measure, report and reduce their greenhouse gas emissions from direct and indirect activities; • conserve and protect water resources through ef?ciency, reuse and stormwater management; • eliminate waste, recycle and prevent pollution; • leverage agency acquisitions to foster markets for sustain- able technologies and environmentally preferable materi- als, products and services; • design, construct, maintain and operate high performance sustainable buildings in sustainable locations; • strengthen the vitality and livability of the communities in which federal facilities are located; and • inform federal employees about and involve them in the achievement of these goals. Model Codes and Standards for Green Building Announced In March, The International Code Council (ICC), the Amer- ican Society of Heating, Refrigerating and Air Condition- ing Engineers (ASHRAE), the U.S. Green Building Council (USGBC) and the Illuminating Engineering Society of North America (IES) announced the launch of the International Green Construction Code (IGCC), which represents the merger of two national efforts to develop adoptable and en- forceable green building codes. The model green building codes and standards broaden and strengthen current build- ing codes to help accelerate the construction of high-perfor- mance buildings throughout the United States. A landmark addition to the technical content of the IGCC is the inclusion of ANSI/ASHRAE/USGBC/IES Standard 189.1, Standard for the Design of High Performance, Green Buildings Except Low-Rise Residential Buildings, as an alternate path of compliance. Standard 189.1 is a set of technically-rigorous re- quirements that cover criteria including water-use ef?ciency, indoor environmental quality, energy ef?ciency, materials and resource use, and the buildings impact on its site and community. (Contributed by USGBC) USACE and The Conservation Fund Announce Partnership Jo-Ellen Darcy, Assistant Secretary of the Army for Civil Works, and Larry Selzer, President and CEO of The Conservation Fund, met in January on the shores of the Anacostia River in Washing- ton, D.C., to sign a memorandum of understanding announc- ing a partnership that will promote enhanced conservation and balanced management of the nations water resources and sus- tainable development in adjacent communities.
