GSA has answered President Obamas call to create a more sustainable government by giving agencies a powerful tool to meet their greenhouse gas, water conservation and energy ef?ciency goals, said Stephen R. Leeds, GSA Acting Adminis- trator. These solutions will help to increase energy ef?ciency across government while saving taxpayer dollars and stimu- lating emerging green jobs and technologies. These agreements give agencies the necessary resources to achieve Leadership in Energy and Environmental Design cer- ti?cation for government facilities; ensure that all buildings and renovations are designed to reduce fuel consumption as required by the Energy Independence and Security Act of 2007; and help agencies plan, monitor and report results with ENERGY STAR and other energy ef?ciency initiatives. GSA is leveraging the governments purchasing power to help save taxpayer dollars. Several companies offered dis- counts from their already published, competitively-priced GSA schedule rates to offer their energy services and prod- ucts to agencies. (Contributed by Caren Auchman, GSA) DOE, DOI and USACE Sign MOU on Hydropower Steven Chu, Secretary of the Department of Energy (DOE), and Ken Salazar, Secretary of the Department of Interior (DOI), announced in March that the two agencies, along with USACE, will cooperate more closely and align priorities to support the development of environmentally-sustainable hydropower. In signing a memorandum of understanding (MOU), the federal agencies have agreed to focus on increasing energy generation at federally-owned facilities and explore opportunities for new development of low-impact hydropower. The MOU represents a new approach to hydropower development. The MOU aims to increase communication between fed- eral agencies and strengthen long-term relationships among them to prioritize the generation and development of sus- tainable hydropower. Objectives of the MOU include: • identifying speci?c federal facilities that will be well-suited as sites for sustainable hydropower; • upgrading facilities and demonstrating new technologies at existing hydropower locations; • coordinating research and development on advanced hy- dropower technologies; • increasing hydropower generation through low-impact and environmentally-sustainable approaches; • integrating policies at the federal level; and • collaborating to identify total incremental hydropower re- sources at federal facilities. The MOU is supported by detailed action items that the agencies have identi?ed as areas of collaboration. USACE and DOIs Bureau of Reclamation are the ?rst- and second-largest hydropower owners in the U.S; their facilities represent ap- proximately half of the countrys hydropower capacity.
