Benefits and Results On top of the mandates and re- quirements, agencies want to see re- sults for the effort required to achieve LEED-EB certi?cation. In the case of Building 1100, the bene?ts were eco- nomic, environmental and social. By reducing indoor and outdoor water use by more than 10,000-G a week, the Navy is saving $9,000 a year. The build- ings impact on the environment was reduced through methods as simple as increasing recycling efforts. Employee morale was improved by changes such as improving indoor air quality. The bene?ts of LEED-EB certi?cation as seen in the private sector show that once the process is understood, the ben- e?ts clearly outweigh the challenges to implementation. The costs associated with applying LEED-EB were best doc- umented by a 2009 Leonardo Academy report that found the average cost of private LEED-EB implementation and certi?cation averaged $1.58 per square foot. For the 165,000-ft2 Building 1100, that would be a cost of $260,000. The Navys team accomplished it for less than $150,000. To understand the process and doc- umentation, more of the services will need pilot projects like Building 1100. Due to the large learning curve in un- derstanding the approach, pilot proj- ects will likely need to be initiated at each major installation. These projects can generate policies that can be stan- dardized to provide an understanding of cost-effective solutions and strate- gies to best manage the process Very few federal agencies have suc- ceeded in developing pilot LEED-EB projects. Of the more than 460 LEED- EB projects certi?ed by USGBC, only ?ve are federally owned: three by the General Services Administration, one by the Fish & Wildlife Service and Build- ing 1100. Many industry experts predict that with increased focus on energy ef- ?ciency and energy cost, LEED-EB proj- ects will be an area of explosive growth. The LEED for Existing Buildings rating system helps building owners and opera- tors measure operations, improvements and maintenance on a consistent scale, with the goal of maximizing operational efficiency while minimizing environmen- tal impacts. LEED for Existing Buildings addresses whole-building cleaning and maintenance issues, recycling programs, exterior maintenance programs and sys- tems upgrades. It can be applied both to existing buildings seeking LEED certifica- tion for the first time and to projects pre- viously certified under LEED for New Con- struction, Schools, or Core & Shell.
