The general consensus is that the situation will not soon improve and will not support resource losses in- curred by failing infrastructure. The need for additional ef?ciencies coupled with the need to address ag- ing infrastructure provides a cant-miss opportunity for installations like West Point: integrate the needs and sav- ings potential of infrastructure into the overall sustainable design and achieve a net-zero sustainable design approach. Sustainable Infrastructure Net-zero sustainable design seeks synergistic connections between the built environment and its infrastruc- ture, including water, wastewater, stormwater, energy, information com- munications, safety and security, trans- portation and solid waste. Incorpo- rating sustainable design beyond the asset to the infrastructure that supports it maximizes operations and mainte- nance ef?ciencies and savings. For example, the value of a water- and energy-ef?cient building will not be fully realized if overwhelming losses are a ?xture of the supporting infrastructure. Suppose an installation requires 4-mil- lion-G of treated water daily and its ag- ing distribution system experiences a 25 percent loss—not an unrealistic ?gure— due to leaks. The system must produce an additional 1-million-G each day. Us- ing the $0.002/G average of U.S. munici- pal treated water costs, this represents an annual cost due to leaks of $730,000. On the other hand, new or renovated systems using sustainable design prin- ciples can achieve loss rates of just 5 percent, producing more than $500,000 in annual savings. The costs of the sus- tainable infrastructure upgrade should be factored into the renovation capi- tal costs, and the resulting savings ap- plied to an installations operations and maintenance costs. Now, USACE, U.S. Army Installation Management Command (IMCOM) and installations like West Point have a new sustainable design driver: the need to integrate water, energy, safety, security and information technology infrastruc- tures into future Military Construction (MILCON) projects. The challenge will be linking a building asset to its sup- porting infrastructure. Net-Zero Design: Integrating Infrastructure Because sustainable design has inte- grated drivers, it should have no bound- aries. This is particularly true when oper- ating in large, complex developments like military installations and campuses. In the spirit of sustainable design, West Point will ?nd an opportunity in the integrated design, construction and renovation of its infrastructure, making the synergistic connections that enable best-value net- zero sustainable design acquisitions. A major challenge is that construction and operations and maintenance deci- sion making and funding are not aligned, and are, in fact, frequently at odds with net-zero sustainable design. Installation planners and facility managers will ?nd making integrated decisions about sus- tainable facilities and their supporting infrastructure extremely challenging. However, as MILCON transformation has shown, net-zero sustainable design for installations is possible. The USACE MILCON transformation has made incredible strides in stream- lining design and construction through Centers of Standardization, embedded sustainable design and adapt-build pro- cesses for repetitive product-line con- struction. This has been demonstrated in $1.5 billion of Brigade Combat Team facilities construction across the Army. IMCOM has transformed the master planning landscape by implementing Area and Installation Design Guides and LEED for Neighborhood Design tools. Yet the focus remains on what is new and visible, omitting what is not readily visible: supporting infrastruc- ture, which in many cases is reaching the end of its design life expectancy. To drive net-zero sustainable design and help installations like West Point meet net-zero sustainable design expectations, new approaches are needed. A net-zero sustainable design approach requires collaboration at a level that facilitates holistic sustainable design encompass- ing the built environments supporting infrastructure, and seeks innovation as it considers the entire resource base. It requires collaboration that will drive net-zero sustainable design integration to the edges of the organization, bring- ing master planning, 1391 development, MILCON, and operations and mainte- nance processes to an ultimate goal of installation lifecycle design. This leadership and collaboration will start with organizations and lead- ers like the USACE Louisville District, which has announced its intention to become a center of sustainability ex- pertise. Col. Keith Landry, Ph.D., P.E., USA, Commander, Louisville District, stated at his districts January 2010 In- dustry Open House that sustainable aspects of projects are starting to drive decision making, and he intends for the Louisville District to help drive that debate by becoming a USACE leader in sustainable activities. Nevertheless, he admits his district must overcome cul- tural challenges to incorporate sustain- able design principles into everyday business processes. Conclusion Although DOD has made signi?cant progress in sustainable design in new construction, future economic drivers such as limited operations and main- tenance funding and synergies in in- frastructure operational capability will provide ever-increasing opportunities for increased operating ef?ciencies and savings. A true net-zero sustainable de- sign approach will leverage these ef?- ciencies with a vision-to-reality lifecycle approach. It also will provide the agility needed to meet unknown demands and challenges, as the same ef?ciencies that generate savings also generate additional capacity that can be exported or adapted to changing conditions. With the success of this approach, USACE and installa- tions like West Point can lead the nation in net-zero sustainable design. Lt. Col.
