Earth Day Every Day Two years later, results of the initia- tive are seen at the day-to-day level. Ac- cording to Lt. Bernard Auth, USCG, the BSU Honolulu Command Center Chief, It seems like Earth Day is every day around here. Capt. Hickey added, The stakes are high in Hawaii, and we are going to do our share. We are working on energy conservation and renewable energy so- lutions, and we are reducing the amount of solid waste that we create. Examples of the sustainability plans achievements include: • A new small arms ?ring range at Inte- grated Support Command Honolulu that went into service was designated as a Reduced Hazard Ammunition facility, a ?rst in the Coast Guard. The use of lead-free ammunition sig- ni?cantly reduces the environmental impact of operating a ?ring range. • A host of energy conservation mea- sures have been implemented, includ- ing high-ef?ciency exterior lighting, delamping of over-lit areas, interior lighting retro?ts, daylighting in the gymnasium and two warehouses to eliminate the need for arti?cial light- ing, improved HVAC controls, a high- ef?ciency chiller with waste heat re- covery for domestic water heating in the barracks, and advanced metering. • Small-scale renewable energy has been deployed, including solar pho- tovoltaics, four solar domestic hot water systems and the solarization of electric carts used by maintenance personnel. • An agreement was signed with a lo- cal company for the disposal of used cooking oil. The disposal process pre- viously cost $2,000 a year, but the new agreement is free to the Coast Guard, and the waste oil is now used to make biodiesel fuel. • Interns from the University of Hawaii completed an analysis of the bases solid waste to identify opportunities for improvement, resulting in a new solid waste management contract with an improved recycling program. The interns also provided assistance with energy audits throughout the fa- cility. • BSU Honolulus Coast Guard Ex- change phased out plastic bags and incandescent bulbs. Cloth and paper bags are the only alternatives and the management will stock only high-ef- ?ciency light bulbs. • The base landscaper removed signi?- cant areas of irrigation-dependent plantings and also removed the irri- gation systems in those areas. • Pint-?ush urinals were installed throughout the facility. • The base entered into a demand re- sponse program with the electric util- ity. In the event of power quality or load problems, the base sheds load to contribute to grid stability. In return, the base receive incentives totaling more than $100,000 per year, which is used to fund training for mainte- nance personnel, energy and water conservation measures, as well as sustainability efforts including en- ergy retro?ts on Coast Guard cutters and at smaller stations in Maui and Kauai. A Model Agency BSU Honolulus efforts have caught the attention of many within the agency, particularly Danny Gore, the Coast Guard Energy Program Manager. Gore was tasked recently with developing an agency-wide energy management policy that re?ects the increased high- level awareness and longstanding com- mitment to sustainability within the Coast Guard. He saw an opportunity to take the example set by BSU Honolulu amidst a growing trend of grassroots efforts and enhance it with top-down support in order to deploy this model to other units within the Coast Guard. Nearly all Coast Guard sustainabil- ity efforts are based on grassroot efforts of ?eld units and personnel who have a great idea, Gore explains. The role of the formal energy program has been to fan that idea, encourage other like- minded stakeholders with appropriate skill sets to join in the vision and provide limited ?nancial support where it can. The recent top-down support has fueled the sustainability fervor in Ho- nolulu. Indeed, the effects are already evident. An effort has recently been initiated to evaluate the feasibility of installing large-scale solar photovol- taic arrays at BSU Honolulu as part of an alternatively-?nanced energy proj- ect. In addition, work is progressing on retro-commissioning of buildings as well as additional energy conservation measures dealing with the compressed air and industrial systems. BSU Honolulu is making Gores life easier. He is responsible for ensuring the Coast Guard meets Energy Indepen- dence and Security Act of 2007 require- ments, which include 3 percent annual energy usage reduction agency-wide. Thus far, the Coast Guard has been perennially successful in meeting all energy and sustainability benchmark mandates. Gore attributes this to BSU Honolulu, which has reduced its energy consumption by 21 percent since 2007, and to similar efforts throughout the agency. In this way, with bare-bone resources, the Coast Guard has been able to estab- lish one of the most successful energy- ef?ciency programs in the federal gov- ernment, he said. However, there is still a long way to go. It is of utmost im- portance that all personnel within the Coast Guard, at every level, contribute to this cause.
