<P>72The Military Engineer l May-June l 2010 similar positions) to spearhead sustain- ability initiatives, including efforts to set and achieve greenhouse gas reduc- tion targets through energy ef?ciency and renewable power, increase the ef?- ciency of water use, and construct sus- tainable buildings. By June, USACE will have established a Strategic Sustainability Performance Plan that will provide a systems ap- proach with overarching strategies for achieving long-term sustainability goals. It will identify milestones and re- sources needed for implementation, measure performance and be reviewed annually for continual improvement. Mission Diversity The diversity of USACE missions— spanning civil works, military programs, and research and development—poses both unique challenges and opportuni- ties. Examples include ?nding fuel and energy ef?ciencies in the management of the Military Construction (MILCON) program and operating a vessel ?eet (including dredges) charged with main- taining access to our nations rivers and harbors. Stepping up to this task in January 2010, USACE set a greenhouse gas emission target that calls for reduc- ing emissions by 23 percent against an FY08 baseline between now and 2020. One project that may help to achieve some established goals is what has been dubbed the Solar Tracker Green Energy Project at Shenango Lake, Pa., a recreation area outside Pittsburgh. Thanks to the efforts of a USACE Pitts- burgh District leadership development class, a nine-paneled solar tracker was installed near the lakes ranger station. The tracker, a state-of-the-art device that pivots and rotates to follow the sun throughout the day to enable maxi- mum power generation, is being used to reduce electricity costs at the ranger station and to act as an interpretive tool to educate visitors to the lake and rec- reation area about the bene?ts of solar energy. The project is a pilot program for the district and, depending upon the results, could lead to the installation of solar trackers or wind turbines at ad- ditional USACE facilities. In fact, a wind turbine is already paying dividends at a FUDS in Mead, Neb., where a wind turbine at a former ordnance plant now supplies about 30 percent of the power needed to run a groundwater recirculation well contrib- uting to site cleanup efforts. As a side bene?t, the treated water is being used to irrigate nearby crops. Another of the green remediation ef- forts undertaken by USACE to incorpo- rate sustainable practices at the project level is happening in our nations capi- tal. At the former American University Experimental Station in the Spring Val- ley neighborhood of Washington, D.C., USACE is planting and cultivating ferns as part of a phytoremediation effort to remove arsenic from the soil. LEEDing the Way The USACE Alaska District is incor- porating energy ef?ciency into a major renovation of a district ?eld of?ce at the Chena River Lakes Flood Control Project in Alaska. The facility will be upgraded with a radiant ?oor heating system, additional wall and ceiling insulation, energy-ef?cient windows, doors and ga- rage doors, a masonry heater to heat the administrative and visitor area, and mo- tion-activated LED lighting that will use photoelectric arrays to reduce electricity consumption, all of which is expected to reduce energy usage 30 percent. The project also is using green materials such as stone ?oors, recycled barn siding, concrete countertops, post and beam framing with local timbers, and local al- luvial rock for all masonry and exterior plaza area walls and planters. The project incorporates many of the features that USACE has utilized in its military construction projects for the U.S. Army and U.S. Air Force. In fact, USGBC presented a USACE team with its Leadership in the Public Sector Award in recognition of USACEs efforts to transition the Army from the Sustain- able Project Rating Tool to LEED stan- dards for all MILCON projects. With $69.9 billion in MILCON being built between FY06 and FY13, adopt- ing LEED Silver standards for new con- struction has a far-reaching impact. In addition, all USACE design teams now are required to have at least one LEED Accredited Professional on board, re- sulting in 159 LEED-certi?ed profes- sionals now employed by USACE. These actions demonstrate a change of culture for both the Army and USACE and a commitment to improve infrastructure now and for future generations. Several new facilities have met LEED Gold cri- teria and work is under way on several more that are expected to achieve LEED Platinum. Focus on Collaboration On Jan. 22, 2010, USACE signed a memorandum of understanding (MOU) with The Conservation Fund to promote enhanced conservation and balanced management of the nations water resources and sustainable devel- opment in adjacent communities. The MOU builds upon collaboration be- tween the two organizations through ongoing projects in Nebraska, Missis- sippi, Texas and Alaska. Achieving sustainability is not some- thing any one organization or agency can do on its own; doing so requires working in partnership with others, to include other federal agencies, states, non-governmental organizations, aca- demia and the public, to ensure col- laborating on sustainability. As dem- onstrated by partnerships like that with The Conservation Fund, USACE is con- tinuing to seek opportunities to work collaboratively. Through these actions, it is apparent that USACE is tackling the challenges and embracing the opportunities of sus- tainability. USACE will continue to serve as a leader for the nation as its environ- mental engineer, ensuring the environ- ment is cared for and the sustainability ethic is promoted.
