Nank, M.SAME GSA Makes Moves to Drive Sustainability in Government The U.S. General Services Adminis- tration (GSA) recently took two major steps to strengthen its role in Presi- dent Barack Obamas commitment to make the federal government a leader in sustainability. The Of?ce of Federal High-Performance Green Buildings has moved from the Public Buildings Service (PBS)to GSAs Of?ce of Govern- mentwide Policy, and PBS established a new position of Chief Greening Of?cer. The president issued Executive Order (E.O.) 13514—Federal Leadership in Environmental, Energy, and Economic Performance in October 2009, calling on the federal government to lead by ex- ample in greening and modernizing the nations infrastructure. These changes expand GSAs capacity to respond to the presidents challenge. GSA continues to answer President Obamas call to create a more sustain- able government by becoming a leader in innovative, greener solutions and technologies for federal agencies, said GSA Administrator Martha N. Johnson. As part of Governmentwide Policy, the Of?ce of Federal High-Performance Green Buildings will broaden its reach to provide federal agencies with the necessary measurement tools and poli- cies they need to meet their own sus- tainability mandates under the execu- tive order. PBSs Chief Greening Of?cer will aggressively pursue sustainable practices within GSAs large portfolio of government-owned and -leased build- ings to ensure that we are enabled to better meet our mandates. The Of?ce of Federal High-Perfor- mance Green Buildings sets policies and standards for building construc- tion, operations and maintenance across government. It was established by the Energy Independence and Se- curity Act of 2007 to ensure all federal buildings meet sustainable design and energy-reduction targets mandated in the act. Since its inception, the of?ce has resided in PBS. Kevin Kampschroer, a veteran GSA of?cial and a recognized leader in the sustainability movement, served as acting head of the of?ce since its creation and has now been tapped as its permanent director. Kampschroer has been leading GSAs activities in re- sponse to the energy bills of 2005 and 2007 and E.O. 13514. GSAs efforts in sustainable building design and management go back to the 1970s.
