We are now fo- cused on ?nalizing Iraqi infrastructure reconstruction projects, which have contributed immeasurably to a bet- ter quality of life for the people of Iraq, and ensuring that Iraqis are trained and capable of managing the infrastructure on their own. In FY11, our funding is currently scheduled for approximately $176 million. That number does not include the Foreign Military Sales pro- gram, through which the government of Iraq pays USACE to do work on its be- half. Such work is increasing as the Iraqi government becomes more stable and the environment more secure. At the time of this writing, there are 235 active projects in Iraq, with more than 50 in the pre-award or planning stages. Afghanistan Engineer District–North and South. Our teams in Afghanistan provide high-quality, responsive engi- neering and construction services to U.S. Forces-Afghanistan, International Se- curity Assistance Force, Regional Com- mands South and West, U.S. Agency for International Development and other organizations operating in Afghanistan, while promoting reconstruction and in- frastructure development. Our workload in Afghanistan is in- creasing signi?cantly, as we plan to award and manage a substantial construction surge of more than $3.8 billion in four major program areas: Afghan National Security Forces Program; U.S./Coalition Forces Power Projection Program; Coun- ter-Narcotics/Border Management Ini- tiative; and the Strategic Reconstruction Program. That is a 10 percent increase from the FY10 budget. Projects include infrastructure; rehabilitation and refur- bishment; border, Afghan Police and Army facilities; fuel storage; roads; and much more. Real Estate In addition to the traditional mission of acquiring, managing and disposing of real property interests on behalf of the Department of the Army, USACE also provides real estate support to other military services, federal agencies and non-federal sponsors. This mission set is diverse and includes serving as De- partment of Defense (DOD) executive agent for the Homeowners Assistance Program, the Defense National Reloca- tion Program and the Joint Forces Re- cruiter Leasing Program. Between FY09 and FY11, USACE Real Estate will ex- ecute more than $1.9 billion in support of those DOD programs, with our total real estate execution for all programs estimated at almost $3 billion. Environmental Programs We at USACE take great pride in our role as the nations environmental engi- neer, a role that includes collaborative efforts on missions assigned to us by the Army, DOD and other federal agencies. In FY11, the budget calls for almost $1.5 billion in environmental work, spread across all major mission areas. Almost $400 million will be used to clean up sites contaminated from past DOD and other federal agency activi- ties through the Formerly Used Defense Sites program and the Formerly Utilized Sites Remedial Action Program; another $586 million will be used for aquatic ecosystem restoration; and $193 mil- lion for regulatory activities. Installation Support We partner with the Army Installa- tion Management Command (IMCOM) for our installation support work. This program doesnt have a set budget for USACE execution, but we provide, on average, about $3 billion worth of re- imbursable support to IMCOM, U.S. Air Force and DOD installations and will continue to support Army instal- lation infrastructure requirements through our districts, labs and centers. This work includes support for master planning, energy sustainability, critical infrastructure, facility maintenance, repair and renovation, as well as other activities providing a positive impact on Army garrisons worldwide. Research & Development The USACE research organization, the Army Engineer Research and De- velopment Center (ERDC), comprises seven laboratories in four states. More than 2,500 team members are carry- ing out a $1.5 billion annual research program using more than $1.2 billion in unique research facilities. ERDC has been named the Armys Research Laboratory of the Year ?ve times in the last eight years, including the last three years in a row. ERDCs research products improve our soldiers capabilities in force pro- jection, force protection, terrorist threat protection, information dominance, etc. Our research supports moderniza- tion of military installations and their management. ERDC technologies also improve and enhance our nations civil works and environmental projects, and are making our world safer and better. Civil Works The projected USACE Civil Works program in FY11 will draw its total pro- gram funding from multiple sources, including $4.9 billion in gross discre- tionary funding in the presidents FY11 budget.
