<P>The Military Engineer l No. 66589 region to region, making it extremely dif?cult to predict construction costs. NAVFACs Chief Technology Of?cer is establishing a robust tri-service dia- log to share research information to reduce duplication of effort, maximize the effectiveness of research dollars and ensure the transfer of new technology knowledge is re?ected in design and construction criteria. Initial program fo- cus is in the areas of energy, expedition- ary and forward operating bases, and building information management. For FY11, work progresses on the $1.1 billion design and construction effort at Bethesda, Md., as part of the 2005 Base Realignment and Closure (BRAC) decision to close the Walter Reed Army Medical Center in Washington, D.C. This design-build effort includes con- struction of a major medical outpatient building, a medical inpatient addition, alteration work along with two park- ing garages and the wounded warrior care supporting facilities to include living quarters, a ?tness center and an administrative support facility. This is a fast-paced project, and all BRAC con- struction and transition is mandated for completion by September 2011. Military Construction In FY09, NAVFAC executed $5.3 bil- lion in Military Construction (MILCON) projects, including $3.2 billion for the Navy and Marine Corps, and $2.1 billion for other services and agencies as well as Recovery Act and BRAC construction. FY10 provides additional challeng- es, with $6.4 billion in programmed MILCON projects, including $4.2 bil- lion for the Navy and Marine Corps and $2.2 billion for other services, agencies and BRAC. The presidents FY11 budget submit for the Navy includes a histori- cally high $3.9 billion for MILCON proj- ects, which funds critical investments such as facilities to support the Marine Corps targeted end-strength of 202,100 active duty personnel, and the initia- tive to relocate Marines from Okinawa to Guam. Operational Readiness NAVFAC provides global facilities ser- vices for Navy and Marine Corps instal- lations via four major services: facilities management and sustainment; utilities and energy management; base vehicle support equipment; and facility sup- port contract management and facil- ity services. These services strengthen combat readiness through facilities life- cycle support valued in excess of $4.5 billion and delivered by 10,000 public works professionals worldwide. Our facilities management and sus- tainment program deploys facilities information systems and processes, which provide oversight for facilities operations and maintenance services executed by in-house and contract fa- cilities services personnel. NAVFACs utilities and energy man- agement product line provides oversight of Navy utilities infrastructure opera- tions and maintenance, budget, energy management and utilities billing. A key objective for FY10 is the deployment of the Centralized and Integrated Report- ing for the Comprehensive Utilities In- formation Tracking System to facilitate a more comprehensive collection and management of energy data and infor- mation and enable operational support for advanced metering infrastructure and industrial control systems. NAVFAC provides cradle-to-grave lifecycle oversight of all transporta- tion management functions, to include acquisitions of government vehicles, General Service Administration (GSA) lease coordination, assignment, ve- hicle operations and maintenance, requirements generation and budget- ing, and rail operations. Through GSA- administered Recovery Act funding, our base vehicle support equipment program coordinated the replacement of more than 900 agency-owned, over- age, gasoline-driven vehicles with new alternative-fuel and low greenhouse gas vehicles. Our commands facility support contract management and facility ser- vices covers a spectrum of contracted Base Operating Services support, and is driving further consolidation of regional contracting efforts in FY10 through Regional Acquisition Strategic Plan initiatives covering services such as grounds maintenance, janitorial, solid waste, facilities maintenance and recycling. Energy and Environment As part of the Navys continued focus on energy security and ef?ciency, we es- tablished the Energy Program Manage- ment Of?ce (EPMO) to oversee the ex- ecution of the energy program, as well as provide technical assistance and ad- vice to resource sponsors in developing strategic energy visions and implemen- tation plans. The Navy has made great strides in advancing energy ef?ciency and adding renewable energy genera- tion, but ever-increasing mandates re- quire a holistic approach, which will be developed by NAVFACs EPMO. The Navys environmental program is keenly focused on natural and cultural resource stewardship, early environ- mental planning, base compliance, and cleanup of past hazardous waste sites. The Navy executed $294.9 million in cleanup projects in FY09, making sig- ni?cant progress by achieving Remedy in Place or Response Complete sta- tus at 72 sites, surpassing projections by 17 sites. Concerning green remedia- tion opportunities, there were 32 sites where sustainable considerations in?u- enced the remedy selection or design of individual process components, and 65 sites where we were able to reduce the environmental impacts of existing remedies. Aggressive cost-optimization efforts resulted in a cost avoidance of more than $100 million, an 8.2 percent return on investment. Conclusion The challenges of an increasingly com- plex world and the hard realities of war mean NAVFACs and the Naval Construc- tion Forces unique skill sets and ability to rapidly adapt to changing circumstances will continue to be in high demand. While we cannot predict precisely how the fu- ture will unfold, we will be prepared to further the maritime strategy wherever and whenever were needed.
