The Military Engineer l No. 66595 By Rear Adm. Sven E. Rodenbeck, Sc.D., P.E., BCEE, M.SAME, USPHS As they look ahead to a future of uncertain funding, USPHS engineers remain committed to carrying out their mission, both at home and overseas. Engineering Service FY11 Programs T rue to our mission, the U.S. Pub- lic Health Service (USPHS) engi- neers provided vital public health engineering expertise during the Hai- tian earthquake response and humani- tarian missions to the Latin America and Caribbean region and the Paci?c region in 2009. We are providing tech- nical guidance on the use of American Recovery and Reinvestment Act funding to maximize the economic bene?ts and to utilize green technologies and con- struction that address the health needs of our nation. With the release of The Surgeon Generals Call to Action to Pro- mote Healthy Homes, we have helped focus the nations attention on how we can improve the health of our fellow cit- izens. These are the major public health efforts I will highlight. I also will provide some brief information on the design and construction budget prospects for the upcoming ?scal year. Response to the Haitian Earthquake Along with our Department of De- fense colleagues, USPHS Commissioned Corps of?cers have been assisting Hai- tians as they recover from the effects of a catastrophic magnitude 7.0 earth- quake that shook the country in Janu- ary. The initial USPHS missions focused on helping provide medical care to the victims. As the situation on the ground developed, USPHS deployed to the USS Bataan an Applied Public Health Expe- ditionary Team that was comprised of USPHS of?cers from various disciplines including engineers. This team went ashore with U.S. Navy and U.S. Marine Corps personnel, performing water and sanitation assessments, administering vaccines and providing medical and veterinarian services in and around the area of Grand Goäve. Coordination of Department of Health and Human Services (HHS) assets was executed by Commissioned Corps of?cers assigned to the HHS Incident Response Com- mand Team located on the grounds of the U.S. embassy in Haiti. In addition, of?cers performed repatriation medical triage at Homestead Air Force Base, Fla., and also at the Miami International Air- port and Orlando International Airport. We stand ready to provide additional support to the Haitian people as they continue to recover from this major natural disaster. Protecting, Promoting and Advancing HealthUSPHS Engineers: Lt. Cdr.
