Alix, LEED AP, M.SAME The Fort Belvoir Community Hospital, currently under construction in Virginia, illustrates the bene?ts and challenges of the integrated design-bid-build project delivery approach. Project Delivery Methods E volution of the integrated de- sign-bid-build (IDBB) concept began in 2000 with the construc- tion of the Lewis and Clark Center at Fort Leavenworth, Kan. Called early contractor involvement (ECI) by the U.S. Army Corps of Engineers (USACE) Kansas City District team, which over- saw the project, the approach was the inspiration for the USACE North Atlan- tic Divisions IDBB approach for two Base Realignment and Closure (BRAC)- mandated projects at Fort Belvoir, Va.: the Fort Belvoir Community Hospital (FBCH) and the National Geospatial- Intelligence Agency (NGA) campus. There is confusion about ECI and IDBB, but they are essentially synonymous terms, explains Kim Denver, Director of the USACE National Contracting Organi- zation. Both are derivatives of the tradi- tional design-bid-build approach that give the owner more ?exibility in the design phase. The idea is to gain bene?ts of the CM-at-Risk and design-build approaches, while still maintaining the owner control feature that traditional design-bid-build offers. Kansas City Districts ECI strategy on Leavenworths Lewis and Clark Center contained a price ceiling, similar to a CM- at-Risk-type contract. Subsequently, North Atlantic Division adopted the approach for the Fort Belvoir Community Hospital and National Geospatial-Intelligence Agency campus, but changed the term to IDBB. Since these projects were much larger scale, the ceiling price was bid, not stipu- lated.
